Cloud Imperium Games is changing how game access and pledge gifting work. On October 1, 2026 a new Game Library system arrives that gives each game a permanent place inside an account, and with it one pledge per account becomes a fixed game access pledge that can no longer be melted or gifted. Gifting rules change at the same time for anything bought after the switch.
CIG announced this on Spectrum on August 27 so people would know before it takes effect, and the thread had drawn more than 970 replies within two weeks. The details below are everything CIG has said so far, followed by what it means if you are about to buy your first package or thinking of gifting one.
What the Game Library is
Today, access to Star Citizen comes from owning a game package, a pledge that bundles the game with a ship. The Game Library formalises that: each game you own, Star Citizen now and Squadron 42 when it releases, gets a clear, permanent entry on your account. CIG describes it as part of preparing for the Squadron 42 launch and the road to Star Citizen 1.0, and as work toward a clearer and more consistent account experience across both games.
Game access: one pledge becomes permanent
When the system launches on October 1, one eligible pledge on every account is designated as its primary Game Access pledge. CIG picks the account’s non-meltable pledge; if there is none, it picks the oldest pledge. That pledge is then permanently attached to the account.
- The primary Game Access pledge cannot be melted (traded back for store credit) or gifted
- Ships and vehicles inside it can still be upgraded normally with Cross-Chassis Upgrades, the CCU tokens that swap one ship for another
- Additional game packages and duplicate game copies keep working as they do now and can still be gifted where eligible
Gifting: declare it at checkout
The gifting changes apply only to pledges bought after the new system takes effect in October. Everything you already own keeps its current gifting behaviour.
- A pledge intended as a gift must be designated as a gift when it is purchased
- A pledge designated as a gift cannot be used by the person who bought it
- Once the recipient has it, they can upgrade it normally with CCUs
What changes for someone buying a starter package
If you buy your first game package before October 1, it is treated the way pledges always have been until the system arrives, and then, as your only or oldest pledge, it becomes your permanent Game Access pledge. If you buy after October 1, the same thing happens immediately. Either way the practical effect is the same: your starter is the one pledge you will not be able to melt or give away later, though you can still CCU the ship inside it to something else.
For most new players that changes nothing. A starter package is bought to be played, not melted. Where it matters is for people who buy a cheap package now intending to melt it toward a bigger ship later, or who hold several packages and care which one becomes permanent. In that case the rule to remember is non-meltable first, oldest otherwise.
For gifting, the change removes ambiguity rather than adding restriction. If you are buying a package for a friend after the switch, mark it as a gift at checkout; you will not be able to use it yourself, and they receive a normal pledge they can upgrade. CIG says more information will follow as the October rollout approaches.
What this means for new players
Nothing here should stop you buying a starter package, before or after October 1. The pledge that gets you into the game becomes permanent, which for a first package is what you wanted anyway. If a friend is buying your package as a gift after the change, they need to tick the gift option at purchase. And remember the account itself is created first: that is where the referral bonus is applied, and no pledge rule changes that.
